6. In support of the proposed new arrangement, I beg to submit the following facts and observations:
1) The Police Force of Hongkong (including about forty (40) men detached for the special duties of the departments of the Surveyor General and Registrar-General, and of other public departments, and also about fifty (50) Chinese Constables) now consists of a total of 700 officers and men. Of these, seven hundred, 400 are Chinese.
110 are Europeans (chiefly recruited from the Metropolitan and other Police forces in England);
190 are Sikhs (recruited in India).
The English and Sikhs are picked men of remarkable strength and stature; they are armed with rifles and sword bayonets; and would, in the event of a foreign attack, or outbreak, form a very important addition to the internal defence. Five hundred (300) men to
